Premier Tim Houston advocated for a significant expansion of offshore wind energy during a gathering on Wednesday, highlighting Germany’s challenges in entering the industry. Addressing a receptive audience in Halifax, including offshore developers and policymakers, Houston emphasized the untapped potential of offshore wind resources. He named the initiative “Wind West,” promoting it as a solution to provide clean power while boosting the economy.
Houston pointed to Nova Scotia’s recent budget update, revealing a deficit exceeding $1.2 billion, as a catalyst for advancing offshore wind projects and building new transmission lines for electricity export. Philipp Tremer, from the German Offshore Wind Energy Foundation, shared insights on Germany’s offshore wind journey, underscoring the 23-year timeline to operational turbines and the need for regulatory reform and realistic growth expectations.
Germany currently has around nine gigawatts of installed capacity and aims for 30 gigawatts by 2030, while Houston targets five gigawatts by 2033 and 15 gigawatts by 2040. Tremer cautioned against rushing the process, citing the importance of thorough environmental impact assessments and community engagement. He emphasized involving the public early on to avoid delays caused by legal challenges.
Regarding government support, Tremer highlighted Germany’s initial heavy subsidies and delayed revenue generation. He stressed the necessity of substantial financial backing to establish the industry successfully. Houston proposed a mix of provincial and federal investments alongside private sector involvement, suggesting a four percent royalty on production.
