Billups faces charges related to rigging poker games using deceptive techniques like “X-ray tables” and fraudulent card shufflers.

The illegal activities involved various cheating methods, including altered card shuffling machines, X-ray devices to read cards, and special contact lenses. The criminal enterprise also utilized extortion tactics to ensure payment of gambling debts from unsuspecting victims who participated in the rigged games alongside well-known athletes and coaches.
