“Foreign Interference in 2025 Canadian Election Minimized”

A recent report from a federal security task force revealed that foreign interference activities during the previous general election were characterized as “small scale” and often challenging to attribute to an overseas entity. The Security and Intelligence Threats to Elections (SITE) Task Force, comprising representatives from various Canadian security agencies, had the authority under federal guidelines to alert the public if any incidents jeopardized the integrity of the election process. However, no such warnings were issued during the 2025 election, which culminated in the victory of a minority Liberal government led by Prime Minister Mark Carney.

The task force, known as the “panel of five,” included high-ranking officials such as the clerk of the Privy Council, the national security and intelligence adviser, and deputy ministers from key government departments. Throughout the election period, this panel received regular updates from the security task force.

In a recently disclosed “after-action report,” the task force highlighted instances of transnational repression, notably linked to China, where efforts were made to manipulate narratives about political candidates on various social media platforms frequented by Chinese-speaking users in Canada. Furthermore, the report identified Russian attempts at online information manipulation and interference activities.

The report also documented cases where politicians’ identities were exploited to promote fraudulent schemes related to cryptocurrencies and finances. The task force briefed the panel on these incidents and took necessary actions based on the panel’s directives. Additionally, the task force provided ongoing updates to the media through weekly technical briefings during the election campaign.

The task force’s findings were incorporated into a comprehensive summary document on the election released by the government. The report emphasized the critical need to safeguard electoral integrity throughout the democratic governance process. It underscored the importance of applying the lessons learned from the previous election to enhance measures for protecting and upholding democratic values in future electoral processes.
