Both Niagara Region and City of St. Catharines councils are echoing the growing demand for reforms in the justice system after a three-year-old girl in Welland, Ont., was assaulted and a registered sex offender, released early from prison, was arrested.
St. Catharines councillors recently passed a motion urging the federal government to make the national and Ontario sex offender registries accessible to the public to enhance support for victims of sexual and violent crimes and to introduce bail reform measures.
The initial motion, proposed by Coun. Kevin Townsend, underlines public unease regarding bail practices involving repeat violent and sexual offenders being released back into communities under insufficient conditions to protect the public. It insists that such offenders should not be released unless there is clear evidence that they do not pose a risk to public safety.
The council’s adjustments to the motion also call on Ottawa to offer more services and financial assistance for victims and urge the federal government to address deficiencies in victim support implementation, inconsistent provincial and territorial services, and the needs of marginalized groups in the justice system.
During a Regional Municipality of Niagara meeting this week, Welland Coun. Pat Chiocchio introduced a motion urging Queen’s Park and Ottawa to impose stricter bail, sentencing, and release conditions for repeat violent and sexual offenders, ensuring they are not prematurely released into communities where they continue to pose a threat.
The motion requests the Ontario government to establish more rigid monitoring measures, including compulsory long-term supervision and GPS tracking of sexual offenders.
Daniel Senecal, the accused in the Welland incident, had previously been listed on the National Sex Offender Registry for two decades following the sexual assault of a 12-year-old boy.
Senecal, 25, faced new charges earlier this month, including breach of probation, in addition to previous charges of aggravated sexual assault, sexual interference with a person under 16, break and enter, choking, and assault. Senecal allegedly broke into the family home of the three-year-old girl over the Labour Day weekend and assaulted her.
When arrested on Aug. 31, Senecal was on probation for the 2021 sexual assault of the 12-year-old and had been sentenced to 18 months in prison but was released six months early in March, according to the boy’s family.
