Doug Kobayashi, Colwood’s mayor since 2022, was taken aback by this development. Instead of waiting for the government to address the shortage of doctors, Kobayashi took matters into his own hands to find a solution that could serve as a model for other communities facing similar challenges in attracting and retaining family doctors.

After consulting with doctors and understanding their priorities, Kobayashi proposed a novel approach: hiring family doctors as municipal employees. This differs from the traditional model where many Canadian family doctors work as independent contractors, managing both business operations and patient care. By offering doctors fixed salaries, benefits, and handling administrative tasks, the new system aims to allow doctors to focus solely on patient care.

Colwood’s initiative has garnered interest from other municipalities across Canada, with some considering similar approaches. The Colwood Clinic, which opened earlier this year, operates by billing the province for patient visits, covering clinic expenses, and providing a supportive environment for doctors. The clinic aims to expand its physician team to serve more residents in the coming years.

Dr. Cassandra Stiller, one of the clinic’s first doctors, was drawn to Colwood by the opportunity to focus on patient care without the burden of managing a practice. Patients like Sheila and Shayne Eldridge, who had been without a family doctor for years, welcomed the new clinic with relief and gratitude.

While some cities are exploring similar initiatives inspired by Colwood’s success, challenges remain, including cost considerations and jurisdictional issues. However, the growing interest in innovative healthcare models like the Colwood Clinic underscores the potential for transformative solutions to address doctor shortages and improve access to healthcare nationwide.
